HOW TO SUBMIT A REPORT ABOUT SERIOUS DAMAGE TO HUMAN HEALTH TO THE INTERNATIONAL DAMAGE REGISTER FOR UKRAINE
If you have suffered significant damage to your health as a result of the armed aggression against Ukraine, you can submit an application to the international Register of Damage for Ukraine (RD4U).
Reparations: International Register of Damages for Ukraine
The International Register of Damages was established by 43 countries and the European Union to collect claims for damages, losses or harm caused throughout the territory of Ukraine, including temporarily occupied territories. The Register records information on damages and harm resulting from the aggression against Ukraine since 24 February 2022.
In total, there are 43 categories of claims for different types of damages, of which 21 categories are intended for submission by individuals. Currently, claims can be submitted by individuals in the following categories:
- forced internal displacement
- death or disappearance of a close family member
- serious bodily harm
- sexual violence
- torture or inhuman or degrading treatment or punishment
- deprivation of liberty
- forced labour or service
- damage to or destruction of residential and non-residential property
- loss of access to or control over property in temporarily occupied territories.

Serious bodily injury claim
Serious bodily injury is considered to be the following:
loss or disruption of the integrity (separation) of all or part of a limb or parts of the body;
significant disfigurement that has resulted in a significant change in appearance;
significant loss or limitation in the use of an organ, limb, function or body system;
forced abortion;
any other injury that may significantly affect the quality of life of the injured person.
The above list is not exhaustive and also includes damage to psychological health.
Claim category A2.3 “Serious bodily injury” concerns compensation for moral damage suffered by the claimant due to serious bodily injury. At the same time, a claim in this category can also be filed for material expenses directly related to such injuries (for treatment and rehabilitation).

Can I apply if I am or have been a military member?
Yes, applications in this category can be submitted by both civilians and military personnel, combatants, veterans, former prisoners of war, etc.

Applications are submitted through the Diya web portal. This service is free of charge.
To submit an application:
- register or log in to the Diya web portal
- select the “Services Catalog” section
- find and open the “Reparations: International Register of Damages for Ukraine” section
- select “Application in Category A2.3 “Serious Bodily Injuries”
- fill out the application and attach evidence
- sign the application with your electronic digital signature
After the application is verified and entered into the Register, it will be transferred to the future compensation commission, which will consider it and decide on the amount of compensation.
Notifications about the progress of your application will be sent to the citizen’s account on the Diya portal in the “Pay attention” section and to your email.
